Venezuela: To ban sale of violent videogames | A prohibir la venta de videojuegos violentos

The government of Venezuela plans to ban the sale of violent videogames with the purpose of stopping crimes. As if those games were responsible for his failure of protecting the people of that country for the last 10 years or so. While Caracas may be considered as one dangerous city to live in, violent videogames should not be blamed as the sole link to the crimes that have been taking place since the start of his “presidency.” Even during the early Atari years, games were not as realistic or graphic as today’s games, yet crimes were still going on just like in every country in the world. So, why is that government focusing on games (and war toys)? Parents with enough money to spend on their kids are the ones responsible for buying games and toys. Does this ban assumes parents in Venezuela are not responsible enough for their teens? Parents should know which games are appropriate for kids, teens and young adults. I wish I knew what games are being sold there and which rating system is being used.

Certain people in the poorest towns in Venezuela may have committed such crimes in order to survive or because of greed and immaturity. Some teens may be very poor, and may believe acts of violence is their only way of survival. Those teens may not be the ones who play modern videogames if their primary goal is to get money to buy food and clothing for their families. The only games they may know are the classic 8-bit & 16-bit ones (form the mid 80s to the  early 90s). Middle-class people can be the ones who can afford to buy games and are better educated to recognize the difference between what’s real and what’s not (something “el dictador” Chavez lacks).

Should violent gaming (and war toys) be blamed because of his failure as a president to protect the citizens of Venezuela? Of course not.

Certain people do have the choice to play violent games, and those are people 18 and older (or whatever age is used to considered someone as an adult). Those rated-M games are definitely not for everybody. The gaming industry knows that and it is not the only one with ratings. TV and films also do. It just happens the gaming industry is the target right now. Companies could be punished for importing, distributing and publishing violent videogames according to standards set by Venezuela’s Partido Socialista (Socialist Party) if the bill becomes law.

Chavez has indeed closed down many radio stations and a few TV networks in Venezuela,… the ones he doesn’t like (or respect). But I believe perhaps Chavez could see himself in a videogame: the original version of Capcom’s Bionic Commando. Chavez’s evilness reminds me of Generalissimo Killt (seen in picture below) and Master-D (Hitler in the Japanese version). At least we know the bad guys get beaten in the game. I just wonder who could be able to defeat Chavez. Looks like Venezuela is still waiting for a new South American “Bolivar” freedom fighter and hero/heroine. If he doesn’t want selfishness and violence in his country, like he says videogames promote to kids, he should just leave his position and give it to somebody else in a democratic way elected by the people, without fraud on his behalf. Give up, Chavez!

El gobierno de Venezuela planea prohibir la venta de videojuegos violentos con el fin de detener los crímenes. Como si esos juegos fuesen responsables de su incapacidad de proteger al pueblo de ese país durante los últimos 10 años. Mientras que Caracas puede ser considerada como una ciudad peligrosa para vivir, los videojuegos violentos no deben ser culpados como el único vínculo con los crímenes que han realizado desde el inicio de su “presidencia”. Incluso durante los primeros años del Atari, los juegos no eran tan realistas o gráficos como los juegos de hoy, sin embargo, crímenes han estado ocurriendo como en todos los países del mundo. Así que, ¿por qué está ese gobierno centrado en los videojuegos (y juguetes belicos)? Los padres con suficiente dinero para gastar en sus hijos son los responsables de comprar juegos y juguetes. ¿Se supone con esta prohibición que los padres en Venezuela no son lo suficientemente responsables como para estar a cargo de sus hijos adolescentes? Los padres deben saber qué juegos son apropiados para niños, adolescentes y adultos jóvenes. Me gustaría saber qué juegos se venden allí y sistema de clasificación que se utiliza.

Algunas personas en las ciudades más pobres en Venezuela pueden haber cometido esos delitos para sobrevivir o por la codicia y la inmadurez. Algunos adolescentes pueden ser muy pobres, y pueden creer que los actos de violencia es la única forma de supervivencia. Aquellos adolescentes no pueden ser los que juegan videojuegos modernos si su objetivo principal es conseguir dinero para comprar alimentos y ropa para sus familias. Los únicos juegos de los que quizás sepan son los de los clásicos 8-bit y 16-bit  (de mediados de los 80 a mediados de los 90). Gente de clase media pueden ser los únicos que pueden permitirse el lujo de comprar juegos y están mejor educados para reconocer la diferencia entre lo que es real y qué no (algo que al “dictador” Chávez le falta).

¿Sse debe culpar a los juegos violentos (y jueguetes belicos)  por el fracaso de Chavez como presidente en proteger a los ciudadanos de Venezuela? Por supuesto que no.

Ciertas personas sí tienen la opción de jugar juegos violentos, y esas son las personas mayores de 18 años (o de cualquier edad que se utilice para considerar a alguien como un adulto). Aquellos juegos clasificados M (para audiencias maduras según la ESRB en los EE.UU.) definitivamente no son para todos. La industria de los juegos sabe eso y no es la única con clasificaciones. La televisión y las películas también lo hacen. Solo sucede que la industria de videojuegos es el objetivo o el blanco en estos momentos. Las empresas podrían ser castigadas por la importación, distribución y publicación de videojuegos violentos de acuerdo a las normas establecidas por el Partido Socialista de Venezuela, si el proyecto se convierte en ley.

Chavez ha cerrado de hecho varias estaciones de radio y algunas redes de TV en Venezuela,… las que a él no les gusta (o respeta). Pero creo que quizás Chavez podría verse en un juego de video: en la versión original de Bionic Commando de Capcom. La maldad de Chavez me recureda al generalísimo Killt (véase en el cuadro arriba) y al “Master D” (Hitler en la versión japonesa). Por lo menos sabemos que los malos salen siendo vencidos en el juego. Solo me pregunto quién podría ser capaz de derrotar a Chavez. Parece que Venezuela aún está esperando a un nuevo héroe “Bolivar” sudamericano luchador  o una nueva heroína sudamericana “Bolivar” luchadora… de la libertad. Si él no quiere egoísmo y violencia en su país, como él dice que  juegos de video dan a los niños, él sólo debe dejar su posición y dárlselo a alguien más de una manera democrática elegido/a por la gente, sin fraude de su parte. ¡Ríndete, Chavez!

Venezuela plans law to ban violent videogames

CARACAS (Reuters) – Venezuelan lawmakers are moving to outlaw the sale of violent videogames and toys in an attempt to fight rampant crime in the country.

A bill to ban sales of violent games passed its first hurdle in the National Assembly on Tuesday evening, the legislative chamber said in a statement issued on Wednesday.

Dozens of people are murdered every week in the capital Caracas, one of Latin America’s most dangerous cities, sometimes for as little as a pair of shoes or a mobile phone.

Opponents of President Hugo Chavez say 100,000 people have been murdered since he assumed office in February 1999. The government says its opponents and Venezuela’s private media exaggerate the problem.

Police release crime statistics irregularly and officials frequently say they do not know how many homicides have taken place.

To become law, the bill must pass a second vote in the National Assembly and be signed by Chavez. The National Assembly has not set a date for a second vote.

Some countries ban violent videogames and many restrict their sale to children. Although few studies have shown that such games cause aggressive tendencies, they have often been the subject of controversy.

Venta de videojuegos y juguetes “bélicos” podría ser prohibida en Venezuela

La Asamblea Nacional (Parlamento) de Venezuela aprobó este martes, en primera lectura, una ley que prohíbe la venta y uso de videojuegos y juguetes “bélicos”, pues según sus proponentes influyen en la “agresividad y violencia” de los niños.

El proyecto de ley destaca “la influencia que tienen los juguetes sobre el desarrollo en una de las etapas más importantes de la vida como es la niñez” y explica que “los niños a través de los juegos, resultan afectados seriamente por los juguetes bélicos, pues su violencia es trasladada a la vida cotidiana”.

Además de su venta y uso, la ley incluye sanciones a quien fabrique, importe o distribuya estos juegos calificados por el Partido Socialista (PSUV, en el poder) como una “consecuencia del capitalismo salvaje”.

“Este proyecto logrará completar las normativas ya aprobadas por la Asamblea, para combatir la agresividad y la violencia en niños, niñas y adolescentes”, reseñó el portal en Internet del Parlamento.

Asimismo, la ley espera controlar “la venta de armas de juguetes que pueden ser usadas incluso por los delincuentes” por la similitud con una real.

El presidente venezolano Hugo Chávez pidió por estos días que se promuevan juegos tradicionales como el trompo y el yo-yo, y que los juguetes electrónicos como el Nintendo sean dejados de lado ya que promueven “el egoísmo, el individualismo y la violencia”.
